Progressive Rail’s CEO publically stated last week that they are firmly against Measure D and will fight abandonment that would allow railbanking. They are also working with businesses that want rail service in Santa Cruz. There is no way the Surface Transportation Board will allow an adverse abandonment filing by the RTC to proceed.

Measure D does not authorize or fund anything and does not provide a path to railbanking. The bottom line is railbanking is infeasible and Measure D is pointless.

The proposed Greenway Measure D trail is not even a project. It has no master plan, no environmental impact reports, no design, no Coastal Commission approval, no budget, and no funding!
• Obtaining all those things that are outside the purview of voters may not even be possible (per our County Counsel’s Impartial Analysis of Measure D) but if so, will halt all the progress on our existing Trail and start the clock all over again, delaying any potential, future Trail for a long time…
• At this point, the most relevant rail corridor issue for voters is that voting in favor of Measure D does not even guarantee a trail at all. Per our County Counsel’s Impartial Analysis of 2022 Measure D,
– “If the Corridor is not able to be railbanked, the Greenway as proposed would not be feasible.
– Moreover, the General Plan is a planning document and does not mandate that proposed infrastructure be built.
– Therefore, adoption of the Greenway Initiative does not guarantee that the Greenway will be constructed.” https://www.votescount.us/…/D-CountyGr……
* However, our existing, approved, multi-use Trail will continue construction as planned if discerning voters Vote “No” on Measure D. Our existing, multiple award-winning, multi-use Trail Plan underway is, in fact, the only guaranteed, trail from Davenport to Watsonville. So, if you want a multi-use Trail for sure, Vote NO on D.

• Likewise, discerning voters are astute enough to see right through Greenway/Measure D’s expensive infusion of big money for deceptive billboards, full-page newspaper and TV ads bombarding our small but enlightened community with uncharacteristic, grand scale disinformation.

So happy to wake up to this editorial. Thank You Thank You Thank You. I am ebullient. You even call out the “deceptive” political hit campaign IS the actual deceptive. The last thing we want here in other Community is the Trump playbook (may it be short-lived).
We did one pilot demo of a randomly selected citizens wisdom council ON the rail corridor in January 2019. I got to be a silent witness on their process. One of my favorite shift/breakthroughs they made was that we as a Community haven’t even started having the real Conversation about what matters for us all going forward, that is not just a transportation issue. Also, that there is a distinct maverick spirit in Santa Cruz that has dreamed awake heretofore unimagined things like O’Neill’s “human rubber suit”.. The Council said we need to apply that wild creative spirit to what should be by rights a “multi-modal transit” coastal corridor (no fixed rail) and see what 21st century state of the art combo we can deliver.

ok I guess if you’re only interested in one side of the argument. . . But first, about 2/3 of the trail is blueprinted and planned out for construction. So there’s a good possibility that passing D can slow down the trail process, not speed it up. And, the lawsuits and payouts to property owners will take years to settle, if Seattle is a case to be compared. Third, you’re advocating for the use of public works transportation $$ for a recreational purpose, which is a lovely thought but mst ikely a misappropriation of public funds. Fourth, the state is flish with transportation money and they are funding rail improvements all over the place. Dont get me wrong, a nice trail seems like a teriffic idea. But my argument against D is that the trail is going to get built, the question is do we eliminate the posibility of rail or not. I say we can have both, not either or.

The best part about a YES on D vote is that it sends a distinct message to The RTC and county government that people truly care about a corridor where active transportation can be provided without destroying the environment of the entire right of way from the San Lorenzo River to Lee Road. With a YES on D vote, we reiterate that people and some of what is left of the natural lanscape can co-exist in this currently “undeveloped” corridor.
